Traditional advocacy often fails in urban centers because it treats symptoms rather than systems. Churchill Strategy identified that Chinatown’s primary obstacle was a narrative of decline. We engineered the Dragon Food Tour as a vehicle for "Culinary Diplomacy"—using food to re-introduce stakeholders to the district's heartbeat.

We moved beyond simple event planning to High-Stakes Stakeholder Mobilization. By aligning municipal safety officials, provincial policy-makers, and local legacy business owners, we created a unified front that turned a local food crawl into a provincial priority.
